Engineer

The British Columbia Utilities Commission’s (BCUC) mission is to ensure that BC ratepayers receive safe, reliable, and non-discriminatory energy services at fair rates; that utility shareholders are afforded a reasonable opportunity to earn a fair return on their invested capital; and that monopolies are regulated to operate in accordance with public interest and following the Utilities Commission Act. Reporting to the Director of Compliance, the Engineer is responsible for providing professional engineering expertise in the analysis and regulation of BC public utilities and other entities and to facilitate the decision making process for relevant applications.  

Responsibilities include the review and analysis of applications, identification of information gaps and/ or substantiating data requirements and the identification and assessment of options. It also includes the compilation of all critical materials to ensure the completeness of all evidence and the assurance that the record is cohesive,  there are no omissions, materials are logical, and all connecting factors and implications have been explored such that, the need for the requests in an application are justified and the rationale can be clearly delineated; the recommendation of detailed procedural process; the management of the procedural process; and the provision of technical consultation and insight relative to evidence. You are easily able to synthesis technical information and create concise reports and memos that can be understood by non-technical readers

As the successful candidate, you have a demonstrated working knowledge of the principles for the regulation of energy utilities and the fundamental engineering principles associated with natural gas and electricity supply, transmission and generation. You are highly analytical, and have consensus building abilities where there may be competing interests.  Ideally, you have a Bachelor degree in Engineering and at least 7 year’s post-graduation engineering experience.  Excellent writing and oral communication skills are essential as is comfort in communicating with various stakeholders including government or industry task forces.
