Director, Facilities & Planning

The BC Utilities Commission’s (BCUC) mission is to ensure that BC ratepayers receive safe, reliable, and non-discriminatory energy services at fair rates; that utility shareholders are afforded a reasonable opportunity to earn a fair return on their invested capital; and that monopolies are regulated to operate in accordance with public interest and following the Utilities Commission Act.  In addition, BCUC plays a pivotal role with BC’s Clean Energy Act which spells out clear, ambitious goals for the Province that will require regulatory innovation.

Reporting to the Chair/CEO as well as the COO, the Director of Facilities & Planning will act as a key advisor on the energy market combined with senior project lead on application reviews. The Director will be a mentor to engineers and economists under this group who will work within a matrix structure to meet the needs of the BCUC. Backed by advanced project management and analytical skills, the Director will be a member of the senior management team, will bring expertise to the regulatory application process and provide expertise on matters related to energy demand forecasts, supply portfolio analysis and demand side management programs. The focus of the role will be to ensure the proper advancement of the work of the BCUC whereby the constraints of the regulatory world merge with innovation to better meet the future needs of BC residents; To introduce efficiencies while adhering to the duty of BCUC’s fair process and transparent decision making.

As the successful candidate, you have a demonstrated working knowledge of design, construction and maintenance of facilities projects and operations, capital planning and budget preparation.  You have strong project management skills that can be utilized to determine the soundness of applications and analysis being provided.  You are highly rational, an excellent critical thinker and a natural problem solver.   Ideally, you have a Bachelor degree in Engineering, Economics or Business coupled by Project Management certification.  More importantly, you have had at least 5 year’s leadership and project management experience within a highly technical environment.  Regulatory and administrative law experience would be an asset. BCUC is seeking a leader who has the desire to spearhead the review of diverse projects of varying degrees of complexity. You are a leader who can work independently but also values collaboration with associates to obtain optimal solutions. Excellent writing skills are essential, as is comfort in communicating with various stakeholders including senior industry and government leaders.
