Director, Business Management & Operations- Brampton Library

 The Organization:

The Brampton Library is a growing team that is committed to enriching the lives of over 500,000 Brampton residents.  Working with more than 175 distinct ethnic backgrounds, The Brampton Library promotes literacy, and provides access to recreational materials and information in a welcoming environment that fosters connections with others and with the community. 

 The Position:

Reporting to the CEO and as a member of the senior management team, the Director, Business Management & Operations, is responsible for overseeing and developing corporate strategy and providing leadership for financial services; Library facilities/procurement and logistics functions, in line with the organizational business goals and strategy.

 Major Responsibilities:

  • Leading and directing the strategic, general and financial management as well as day-to-day administration of the Financial Services.
  • Developing and recommending fiscal strategy that facilitates the Library’s strategic plan objectives including, advice on budget and funding alternatives, financial planning and potential revenue opportunities.
  • Establishing, evaluating and monitoring system wide cost and risk control procedures and compliance to those procedures in order to mitigate financial exposure and risks.
    • Overseeing and monitoring the Purchasing/Procurement function including, recommendation of purchasing policies, authorities and by-laws in consultation with the CEO and operating departments.
    • Negotiating, overseeing and monitoring contracts and service level agreements in the area of facility maintenance, operations and building.
    • Planning, organizing and overseeing maintenance, repair and renovation of the Library’s divisions, buildings and facilities, including maintenance and repair of all vehicles and equipment.
      • Directing the daily operations and long-range goals for the specific departments, supervising staff and directing the work flow in order to achieve the most effective utilization of staff resources.   
      • Collaborating and proactively working with external partners, City staff, government agencies and other suppliers, as required.
      • Preparing reports/recommendations/presentations and attend Council committee, community stakeholder and other public meetings as required.
      • Overseeing governance structure for the policy/process management program; methodology and tools to identify and review processes for improvement and performance monitoring mechanism to trigger future review.

 The Candidate:

  • University degree in Finance, Commerce, Business/Public Administration or related discipline accompanied by a CA, CGA or CMA accounting designation.
  • 7-10 years of experience in a senior/executive management portfolio including, demonstrated experience in municipal corporate services and finance, working with elected officials and successful supervisory experience, along with union experience.
  • Thorough working knowledge of legislation/regulations affecting municipalities in Ontario and especially as they relate to municipal finance, provincial/federal funding programs and public sector procurement practices.
  • Proficient in working with spreadsheets and databases; financial information systems and payroll applications.
  • Proven success developing and implementing strategic and operational business plans.
  • Demonstrated ability to lead, motivate, influence and work collaboratively and effectively with a broad spectrum of individuals in a complex environment.
  • An effective critical thinker, problem-solver, communicator, negotiator, strong analytical and results-oriented skills.
  • Excellent verbal/written and interpersonal skills; has the ability to resolve conflicts and deal with sensitive issues in an effective and timely manner.
  • Ability to lead and consistently demonstrate excellent customer service across the Library in the execution of related Corporate Services with a coherent system-wide perspective.
  • Demonstrated level of professionalism and confidentiality with strong ethics.
  • Valid driver’s license with access to a vehicle.
