The Organization:

Toronto is Canada's largest city, the fourth largest in North America, and home to a diverse population of about 2.8 million people. It is a global centre for business, finance, arts and culture and is consistently ranked one of the world's most livable cities.

Overall Accountability:

The City Solicitor is responsible for providing comprehensive legal services required by the City of Toronto, including internal and external counsel and guidance to the City's divisions as well as to its agencies and corporations to ensure maximum protection of the City's legal rights. Provides strategic advice and counsel to advance and protect the legal interests of the City.

 

Specific Accountabilities:

  • Sets the overall strategic direction of the division by establishing goals, policies and short and long-term objectives that are consistent with the overall strategic directions of the City and are in accordance with the regulations of the Law Society.
  • Organizes and directs the City's legal activities to protect the City's interests from a legal standpoint. Prepares or reviews proposed contracts, leases, deeds and by-laws, formal agreements and other legal instruments to safeguard the City's interests.  Consults with staff and provides direction to lawyers as they appear before all levels of court and administrative tribunals to represent the City's position.
  • Provides legal counsel and direction to senior management, Council, divisions, agencies and corporations on corporate matters involving legal challenges/issues in a timely manner. Works closely with senior management to advise them on changes in laws and regulations, evaluates their impact on the City and assists in developing the City's positions on such changes.
  • Attends and provides legal advice at Council meetings. Frequently needs to give immediate answers from accumulated knowledge and experience to respond to questions on Council floor.
  • Provides ongoing leadership by using effective management techniques, implementing change management and performance management processes, encouraging the professional development of personnel so that employees are competent and qualified to provide adequate service levels.  Remains available for consultation by legal staff.
  • Facilitates effective labour relations by interpreting and assuring compliance with the collective agreement(s), providing input in the negotiation process when required, listening to and consulting with employees so that labour relations are continually enhanced.
  • Conducts short and long-term financial planning for the development of the divisional budget and establishes financial management systems to ensure divisional budget is implemented in accordance with the corporate budget plan.
  • Selects and retains outside counsel, as required, to obtain legal opinions or handle claims and litigation.

 

 

Qualifications and Attributes:

The ideal candidate will have demonstrated knowledge, experience and leadership attributes on the following:

  • Law Degree in good standing to practice in Ontario
  • Strategic leader and facilitator of change in large, complex organizations
  • Senior legal advisor to governing bodies and administration
  • Proven success in effective stakeholder relationship management
  • Experienced in balancing business enabling solutions within established legislative and legal framework
  • Led organizations with customer service work culture in public, private or not for profit sectors
  • Effective organizational leader of broad and diverse legal practice areas, progressive practices in a continuously learning environment
